Tojo creció en el Japón de la posguerra al pie de la impresionante montaña volcánica llamada Sakurajima en Kagoshima, en el extremo sur de Japón. De joven viajó a Osaka, donde trabajó de aprendiz en el restaurante famoso Ohnoya, uno de los principales ryotei o restaurantes exclusivos y tradicionales de Japón. Trabajando 16 horas al día durante años en el Ohnoya, Tojo logró un repertorio enciclopédico de unas 2.000 recetas tradicionales japonesas que puede recordar de memoria incluso hoy en día. Aquí también desarrolló la disciplina para seleccionar los mejores y más frescos pescados y frutas y verduras. Al reconocer que su propia pasión por la inventiva lo conducía más allá de los estrictos límites de la cocina del Japón de ese tiempo, en 1971 Tojo decidió venir a Norteamérica, donde sentía que una población multicultural y sin ideas preconcebidas sería más receptiva a sus ideas. Encontró al público perfecto en Vancouver.
