Originally known as Phoebe's Garden Café, the restaurant has a long and colorful history in Syracuse. Local lore claims that the building was originally a brothel, and Phoebe was its madam.
In the summer of 2004, Phoebe's experienced a refreshing makeover with a bright new look in the atrium dining room with fresh paint, new upholstery, and artwork. The coffee lounge also opened that year, and it became an instant hit with the surrounding university and business crowd. Those changes also warranted a new name to reflect the updated attitude and ambiance: Phoebe's Restaurant and Coffee Lounge. Classic elements of Phoebe's remain untouched—the French onion soup and enticing crème brulee, for example, but other menu items change seasonally.
The Lounge also has its own seating area and free wireless internet capabilities. Phoebe's old world charm is right at home in a revitalized area of the city.

We always enjoy Phoebe’s! Besides occasional lunches and dinners, we have also hosted several showers, and they are always great to work with.

I always appreciate clean cut, no nonsense menus & Phoebe’s is super clean along being diverse. Service was immaculate from seating to drinks to main. They make a very good Negroni. My son ordered an extra dirty martini and liked it. I wanted to swap grits in my shrimp skewer to something else & the server was most helpful with swapping suggestions. My shrimps were well cooked & still soft and juicy. My son liked his steak. The ONLY fraction of a minus was the flavoring of French Onion Soup. My son’s steak tasted a bit of bouillon in there which always hurts the onion flavor. I thought using a torch for the cheese gave a very pretty result!

Phoebe's is consistently great. They change their menu enough to keep it interesting and the food is fresh and very good. We've been going for years. Love the decor, service is always perfect. Appreciate the expanded restroom facility. Noise level can be a little high at times, but not always, The plants are Gorgeous and have been there for years!

Phoebe's salad was outstanding. Chicken and lamb shank were very good. Spring risotto had very little flavor. Our server was excellent.

Nice evening and dinner with a friend to catch up. Jesse was a great server who appreciated our taking our time with ordering and eating. The salmon and steak were delicious and the made on site cheesecake was a generous size and yummy. This has always been a great place for dinner.
