Originally known as Phoebe's Garden Café, the restaurant has a long and colorful history in Syracuse. Local lore claims that the building was originally a brothel, and Phoebe was its madam.
In the summer of 2004, Phoebe's experienced a refreshing makeover with a bright new look in the atrium dining room with fresh paint, new upholstery, and artwork. The coffee lounge also opened that year, and it became an instant hit with the surrounding university and business crowd. Those changes also warranted a new name to reflect the updated attitude and ambiance: Phoebe's Restaurant and Coffee Lounge. Classic elements of Phoebe's remain untouched—the French onion soup and enticing crème brulee, for example, but other menu items change seasonally.
The Lounge also has its own seating area and free wireless internet capabilities. Phoebe's old world charm is right at home in a revitalized area of the city.

    Lovely dining room with gorgeous plants. The food is very good. Wonderful onion soup. Best I’ve had anywhere. Nice that some smaller portions are available for the entrees. Service was excellent. Will definitely be back!

    We love Phoebe’s! My daughter has celiac, and they have So many gluten free options! The food is delicious, and our server, Catherine, was wonderful!!!! We can’t wait to go again! OH! Almost forgot…the Key Lime Pie Martini was Delicious! Thank you, Catherine!!!

    The service is good and the place is nice. The food however, isn’t good at all. My son and I ordered the halibut and the trout and none were good. My husband had the short rib which was cold from the fridge and when he sent it back they just put it in the microwave a couple of minutes and brought it back.

    Our daughter attends Syracuse U. and every time we visit her, we make reservations for Phoebe’s, it is our favorite restaurant in Syracuse. The food is always delicious, the service is wonderful and the atmosphere is lovely!

    Phoebe's is consistently good. Quiche and salad are a favorite lunch go to. Staff is on their game circulating and inquiring with patrons regarding anything they can get or do for the table. Love the tables by the windows. Keep up the good work Phoebe's team!

    We loved the bright, airy dining room. Phoebe’s salad with salmon and the chicken sandwich were both delicious, as were the bread and triple berry tart. Service was attentive and friendly. It’s hard to speak to noise levels, since we dined at 5:30 on a Thurs and hardly anyone was there.

    The service was good as usual, our attendant was friendly and helpful both with the table and the food choices. The food was fine with one exception - the salmon was ordered "medium rare" was served "well done". After a brief negotiation a new meal was served according to the request. Overall, our experience was rather pleasant.

    Excellent salmon on the regular menu. My husband had the shrimp special, which was also (according to him) excellent. The service was also outstanding (the server and I have the same names, first and last--what are the odds?).

    I had a Phoebe salad with salmon and glass of Chardonnay served with bread at the bar. The food, service, and atmosphere was excellent and exactly what I was looking for after a long day of work.

    The “Stuffed Tater Kegs” were great, as was the New England clam chowder for starters. The grilled strip steak was perfectly rare to medium for our taste as was the Phoebe’s Specialty Burger. Morgan our server was very attentive, not overly so and kept our drinks and water full!! Will be back!

    Food at Phoebe’s was outstanding, 2 of us opted for things we have never ordered out before, what great choices they were. Service was good and our waitress kept a pretty good eye on us and didn’t crowd us at all, and definitely did not try to push us out the door. Overall it was a great dining experience and definitely will be coming back.

    Usually I love Phoebe’s food. There is a seasonal menu and this season, we were disappointed in two of dinners, the haddock dish was too salty, the fish over cooked and the risotta was swimming in oil. The shrimp with pasta was an odd mixture where all the parts sounded like they would be good but they didn’t integrate into a tasteful combination.

    We were seated right away and the room we were seated in filled up quite quickly, but our server was right on top of things and kept our table flowing smoothly along with the other tables that she was assigned to. Volume increased as the room filled up but was manageable.

    We love to go here before shows at Syracuse Stage. We were entertaining out-of-town guests and they were so impressed with the entire experience. We were seated promptly by a very friendly host, and greeted right away by our server. She was prompt, friendly and efficient. The food was outstanding and I especially enjoyed my pork belly dinner. Can’t wait to go back.

    Summer Saturday evening was not loud or crowded. Wait staff was attentive and very knowledgeable about my guest’s Celiac disease. Thank you for having a menu this is inherently gluten-free rather than non-gluten options in a gluten-rich kitchen. The full menu looked great to me with no restrictions, and our drinks and meals were outstanding.

    Overall excellent. Some missing. aspects: —waitress did not introduce herself —table top wet with water from overfilled glasses —ingredients on menus with meaningless terms unless one is a “naturalist”! —background music inappropriate and too soft to properly hear

    Lovely spot for a graduation celebration! Our 2nd time here; we liked it so much first time, came back for a celebratory dinner. Seated right as we arrived (reservations a must on busy weekends) - friendly and helpful waitress. To start, my husband had cerviche which was so flavorful. Younger Daughter and I split Phoebes salad (the kitchen plated it on 2 plates for us, which was a nice touch), and the graduate had French onion soup. All delicious. Main courses rose to occasion as well: salmon, pork belly, chicken saltimbocca, and salad with chicken. We all left very happy - not overly stuffed, tho no room for dessert. Recommend Phoebes!

    We chose Phoebe's Restaurant for one of our grad night dinners , our daughter the SU grad requested we have dinner here! We have eaten here on several occasions when we have been in town and the staff is always friendly and helpful and the food is very good, well priced and great variety. Highly recommend !!
