Originally known as Phoebe's Garden Café, the restaurant has a long and colorful history in Syracuse. Local lore claims that the building was originally a brothel, and Phoebe was its madam.
In the summer of 2004, Phoebe's experienced a refreshing makeover with a bright new look in the atrium dining room with fresh paint, new upholstery, and artwork. The coffee lounge also opened that year, and it became an instant hit with the surrounding university and business crowd. Those changes also warranted a new name to reflect the updated attitude and ambiance: Phoebe's Restaurant and Coffee Lounge. Classic elements of Phoebe's remain untouched—the French onion soup and enticing crème brulee, for example, but other menu items change seasonally.
The Lounge also has its own seating area and free wireless internet capabilities. Phoebe's old world charm is right at home in a revitalized area of the city.

    Always a great place to eat with delicious meals served regularly. Our waitress was very accommodating and pleasant. The soups, salads, and entrees of salmon and creole shrimp as well as the pasta special were delightful.

    Both of us had the flank steak and creme burle for dessert . FABULOUS! And I had not been to Phoebe's since pre-Covid and the manager served our dinners and recognized me. It was VERY special!

    I took my sister here for lunch on her birthday. The atmosphere was great, but sadly the quiche had little flavor and I finally added salt to punch it up. The onion soup, on the other hand, was delicious! Our service was good, and we appreciated not being rushed, but she looked stressed and there were no smiles or conversation. I will definitely come back. I just wouldn’t order the quiche.

    This was our first visit and we enjoyed it. Great spot at the window after the big lunch crowd. Our server Morgan was very friendly. The menu has lots of great options. We really liked our food. It was fresh and tasty. Excellent dessert menu too! Will definitely be back.

    An excellent dining experience - from the friendly greeting upon arrival, to an excellent server at our table, to a diverse menu, to the delicious food that we chose. Everyone at our table was delighted. We live 2 hours away and will visit Phoebe's anytime we are even close to Syracuse. Definitely recommend for anyone who likes great food and great service!

    We went for lunch after the Syracuse university graduation. Had a nice table near the windows. Our server was fantastic! It was a great way for us to end the celebratory weekend!! Would def recommend!

    Our waitress was pleasant, cheerful and flexible. I ordered the salmon which was perfectly cooked and flavored. All staff involved put her/him self out for us. I would certainly return for another time. Thank you, Janet Munro

    Food was barely ok. Phoebe’s is usually our go to restaurant in Syracuse but haven’t been in about a year. Not sure what’s happened but probably won’t return. Potato soup was flavorless , gritty and tepid. Salmon was average at best. Disappointed.

    The brunch menu was bad-only 2 breakfast options avail. Also, the French toast was very mushy and soggy. The veggie burger was all beans and not even edible. The lobster mac and cheese was too spicy. there were no sides like bacon or sausage or hash browns.

    We've been going to Phoebe's since the early 80's. Sometimes for lunch, often for dinner before a show at Syracuse Stage across the street, which is what we were doing there on a recent Friday night. The ambiance is classic "fern bar", a vibe I find comfortable. It's usually full on theater nights so reservations are needed if you want a table before 7:30. It empties out a bit after that. Service is efficient and friendly. The menu is straight forward yet interesting, generally a standard such as salmon, but with clever sauces and sides. On this most recent visit, I had the Phoebe's salad and pork Osso Bucco. My friend had a Caesar salad and rib eye steak. The salads were both excellent and very well composed. The salads are offered in small and large portions. The "small" portion is quite generous - larger than side salads at most restaurants. I haven't seen their large portion but suspect it could suffice as the basis for a meal in itself. The Osso Bucco was fall-off-the-bone tender and full of flavor. The intriguing bit was a blueberry based sauce. I wasn't sure how that would work but was surprised by how much I liked it. All in all we had a very enjoyable, good value dinner efficiently served by friendly staff in a pleasant environment.

    I was so disappointed in the food. It was tasteless and my salmon was over cooked. The room we were seated in was so loud I couldn’t hear my friends talk. The only saving grace was our wonderful waiter, Randy. He was friendly and helpful.

    We had dinner on April 26, 2022. There were six of us in our group. The service was great. The food was delicious. I think we all finished our meals and the plates had crumbs. Phoebes is worth the trip.

    I made this reservation to have lunch with my wife and our daughter. Our daughter was making a special trip to Syracuse to see her 104 year old grandmother, my Mom, who is in a nursing home here. We haven't seen our daughter in 3 years so we were all excited for this lunch. We were able to talk about our grandsons, who are both in high school. Phoebe's is an exceptional restaurant. It has phenomenal character and the menu is fantastic. The service was great, courteous and professional. We had a great time as our table was under the atrium. We highly recommend. My wife and I can't wait to go back.

    Always a lovely pre-theater evening at Phoebe’s. Ambience was great- nice mixture of ages to keep things lively- super waiter and the food was delish!
