Originally known as Phoebe's Garden Café, the restaurant has a long and colorful history in Syracuse. Local lore claims that the building was originally a brothel, and Phoebe was its madam.
In the summer of 2004, Phoebe's experienced a refreshing makeover with a bright new look in the atrium dining room with fresh paint, new upholstery, and artwork. The coffee lounge also opened that year, and it became an instant hit with the surrounding university and business crowd. Those changes also warranted a new name to reflect the updated attitude and ambiance: Phoebe's Restaurant and Coffee Lounge. Classic elements of Phoebe's remain untouched—the French onion soup and enticing crème brulee, for example, but other menu items change seasonally.
The Lounge also has its own seating area and free wireless internet capabilities. Phoebe's old world charm is right at home in a revitalized area of the city.

The food and service were excellent. The orders consisted of swordfish, pizza, chicken caesar salad, and salmon. The meal was served promptly from the kitchen piping hot and delicious.

Phoebe’s was nice, but disappointed that our special night out was underwhelming due to being sat in the auxiliary section. The ambiance is definitely not the same. I requested to be moved, but was told that our 6pm reserved table had not been vacated yet because they do not adhere to the standard hour and a half seating time. Food was great as was service, but not worth it for the atmosphere. It will be a long while before we go again.

Everything was incredible, appetizers, the main dish and dessert were all amazing. The restaurant itself is so beautiful, lots of gorgeous exposed brick and so many lush *real* plants make for a lovely dining environment. Our server, Morgan, was a doll. I can't day enough about this restaurant, it's staff and the amazing food. 12/10 experience.

Our first time at Phoebe’s was amazing and we can’t wait to go back. Service was friendly and professional, food and drink were delicious, and ambience was perfect. We loved the option for smaller portion sizes on some entrees so we could have room for appetizers and dessert as well. Wonderful experience.

We were at Phoebe’s last year for parents weekend & we’re lucky to get a reservation again this year!! Food was delicious & service impeccable! Highly recommend!

Phoebe’s was uncharacteristically mediocre this time. The service was slow and erratic, and the noise level was unpleasantly high. The food was good, but the experience was far from relaxing. Hoping for a better experience next time.

We showed up for our reservation and were told that only soup and salads were being served due to an unexpected emergency in the kitchen. We sat down, but then based on soup choices, decided to leave and were going to go across the street to Francos. Just before we crossed the street, our server, Jess came outside and told us the kitchen was operating again. We went back and and still had our table and boy were we glad we decided to go back inside!! Our server was the utmost professional, so sweet and we were so happy she invited us to come back. We started with sundried tomato hummus, served with fresh vegetables and soft pita bread triangles,..delicious. My mother in law ordered the scallop entree with basil penne pasta, cherry tomatoes and red onion. They even held the mushrooms for her. I ordered the Pan serared halibut with the parmesan risotto in tomato flume and green beans. I can't even describe how the entrees were. They were incredible. The flavors saturated the entire dish. Our dessert was a warm apple tart with vanilla bean ice cream, salted caramel drizzle and whipped cream. Perfection. We had never eaten at Phoebe's in all our years here and I am so glad we did. I can't say enough about Jess' hospitality also. She deserves big props for going OUTSIDE in the rain and summoning us back in and making our dining experience so wonderful. We will definitely be recommending Pheobe's to others and will be back for a return visit soon!

This is a cute little place with excellent staff and great atmosphere. Everyone is super helpful and friendly and we could have sat there all day! It is in a super convenient location. The food for me has always just been so-so - it is one step up from a cafe, grab and go type of food, and for the price, I do expect either more unique flavor or more variety of sides? I think they try and do a lot, but the only thing that has ever been exceptional is the hummus. Order that for sure!

Lovely dining room with gorgeous plants. The food is very good. Wonderful onion soup. Best I’ve had anywhere. Nice that some smaller portions are available for the entrees. Service was excellent. Will definitely be back!

We love Phoebe’s! My daughter has celiac, and they have So many gluten free options! The food is delicious, and our server, Catherine, was wonderful!!!! We can’t wait to go again! OH! Almost forgot…the Key Lime Pie Martini was Delicious! Thank you, Catherine!!!

The service is good and the place is nice. The food however, isn’t good at all. My son and I ordered the halibut and the trout and none were good. My husband had the short rib which was cold from the fridge and when he sent it back they just put it in the microwave a couple of minutes and brought it back.

Our daughter attends Syracuse U. and every time we visit her, we make reservations for Phoebe’s, it is our favorite restaurant in Syracuse. The food is always delicious, the service is wonderful and the atmosphere is lovely!

Phoebe's is consistently good. Quiche and salad are a favorite lunch go to. Staff is on their game circulating and inquiring with patrons regarding anything they can get or do for the table. Love the tables by the windows. Keep up the good work Phoebe's team!

We loved the bright, airy dining room. Phoebe’s salad with salmon and the chicken sandwich were both delicious, as were the bread and triple berry tart. Service was attentive and friendly. It’s hard to speak to noise levels, since we dined at 5:30 on a Thurs and hardly anyone was there.

The service was good as usual, our attendant was friendly and helpful both with the table and the food choices. The food was fine with one exception - the salmon was ordered "medium rare" was served "well done". After a brief negotiation a new meal was served according to the request. Overall, our experience was rather pleasant.

Excellent salmon on the regular menu. My husband had the shrimp special, which was also (according to him) excellent. The service was also outstanding (the server and I have the same names, first and last--what are the odds?).
