Food was just OK. Definitely expensive for the quality, in our opinion. It was very dead on a Friday night. Much better options in the same area.
First, I didn’t like the electronic menus. It was difficult to navigate but I did like the photo of the plate. I think that my difficulty could of been minimized if the hostess took the time to give instructions
Our server was very busy and it appeared that the had too many tables to take care of. Our reservation was for 4 people and my daughter and I arrived first. Given only 2 menus and I was assuming when the other couple showed up they would be give menus when they were brought to our table. Our server did take mine and my daughters drink order but when the rest of the party showed up, the server did not come back to our table to take their order or bring additional menus. We could see the server running from one table to the other
When he did make it back to the table, we were ready to order. I ordered soup with my meal which I did not get. Other people brought our food out with delays between each one of our orders. Our server or anyone else for that matter never checked to see if everything was okay with our orders and the server never came back to see if we needed additional drinks. The next time the server came back to the table was to give us the bill. Again he did not asks up if we would like anything else.
The food was good and the atmosphere pleasant.
My suggestion to this restaurant is to increase your wait staff so the guest feels valued. I did feel sorry for our server because it did appear he was overwhelmed with the amount of tables he was serving. I would also like paper menus for those of us that like to go out and get away from electronics.
I would not recommend going here unless you are staying at the hotel and have lack of time to go elsewhere. The food was not cooked well (brussel sprouts were still hard). When they brought out our daughter's macaroni and cheese there was a black substance smeared over the outside of the bowl. The waitress was nice and brought us a new one that had hair in it (deep inside and not just laying on the top).
I had the scallops. They were delicious.. my guests had the salmon and the walleye. They were also very impressed.
We were not greeted at the door. When we stopped by the bar to find out where to sit, one of the bartenders blew us off. Finally a kind server sat us and waited on us. We were sitting in clear view of the bar so we asked the bartender if we could watch the Twins game. Uh,no. It was game 7 of the hockey finals so ALL the televisions had to be on that game. Really? There weren’t very many patrons in the whole place while we were there. Ate our meals and went somewhere else to watch the game. Likely will not return.
We have previously really like the food and atmosphere at Citizen. this time we went before a concert and were assured that we could get in an out in 1 hour, which is the time we had. it took 20 minutes to get our salad and bread, then after another 25 minutes we had to start getting ready to leave, so we asked for our remaining items to go. they agreed to take our entrees and side off our bill, but kept the other salad on our bill, even though we never received it. then when they brought us our food to go, they did not include our most expensive entree, which they said was not ready, even though minutes before they told us it was.
additionally, service is quite slow
Food was good but took longer than average to get food. If we wouldn’t have had tickets for a show it would not have matter as much but we were on a time crunch. They did apologize to us by giving us free dessert , which was nice of them.
This was a great place to eat. My husband got the chicken and it was juicy and full of flavor. I got the cheeseburger and it was good. They have shoestring fries which are rare to see and much appreciated. The restaurant is quiet and tastefully decorated. We will be back.
Don't go on a big event night. The bartenders only make certain drinks and you don't have access to the whole menu.
Didn’t realize that this was part of the Intercontinental Hotel. Usually I would expect more since the hotel has higher standards. This was subpar and was exceptionally basic. I got the steak frites which is usually a delicious comfort food but here it was just some steak and fries. They even forgot the bernaise sauce. I also ordered a side of Brussels and bacon. The Brussels were previously frozen and the bacon had a strange flavor. They also doused it in maple syrup. There was nothing fresh about the food. This was my first trip to St Paul and it was a quick one. I wish I had done more research and chose better since I didn’t feel like I got to know the city and the food. While online they denoted gluten free the in restaurant menu did not and our server was less than knowledgeable. Cross contamination is a thing for gf so don’t say it’s gf if you are cross contaminating.
Great food and service, I would definitely come back again, made for a great Mother’s Day.
Reservations for Mother's Day brunch with my wife and daughter. We were seated next to a large, long table of 20+ people. They were very loud, so we asked the host if we could move to one of the empty tables further away. We were told those tables we reserved. Funny, I don't recall choosing a specific table when I made a reservation. Maybe that feature is not available in OpenTable? We couldn't stand the noise, so we left. Will not return
It was so cold in the restaurant. ( the same problem last time we visited.)
Citizen is that elusive combination of great food, creative blending of fresh ingredients, and long standing favorites side by side with new and exciting offerings.
Good food, interesting presentation, reasonable prices
Great service and fun atmosphere for a hotel bar restaurant. The eggs were a little overcooked for my spinach eggs benedict, but the jalepeno infused Tito’s Bloody was great!

Citizen-St Paul is the restaurant inside the Intercontinental Hotel, so you won't find it by looking. However, it is a real gem. Our server was great, and made our 3 kids feel welcome as well as pampered. The wine list is very nice, and the electronic tablet menu lets you sort the wine list by many different features. The menu items have photos and wine selections too. They will validate your parking if you self park in the parking ramp/garage at the hotel. Valet park from the front door of hotel is not free, but they will keep your car until midnight if you are not a hotel guest. We valet parked and had dinner before a 7:30 show at the Ordway Theater, just a 3 block walk away. We then came back for dessert, as they serve food until 11PM.
Didn't have a lot of vegetarian options, but what we had was good. Decent cocktails, but the beer selection was lacking. We may try back later.
Very subpar food for the price. Took 3 tries to get hashbrowns either not burnt or cold. $48 for 2 people for breakfast.
Service was fantastic. Loved the salad dressing and the dessert. These items were exceptional
Great food, services was okay for being on a slow day. Would recommend and go back. I loved the Tomato Basil soup, it was definitely in my top 5 I’ve ever had.
This was our first time at Citizen and we loved it! Great food, good service, and excellent drink choices. Would definitely go again and absolutely recommend!
A quick bite before Wild game, they validate parking!
Admittedly we were there on 3/16 and there was a large MN Wild and St. Patty's day crowd in the restaurant. Nonetheless, the service was extremely slow and unknowledgeable about the food or drink menu.
Then, given the only restrooms are in the hotel lobby, the hotel decided to lock the restrooms and force customers to go the the concierge to get a key to access the restrooms. With over a hundred people in the restaurant and lobby this was a totally unacceptable action.
I will never return to this restaurant or, for that matter, stay at this hotel.
We had a wonderful time at Citizen! The food was amazing. The service was excellent. The atmosphere is wonderful. This is my new favorite spot in St. Paul. We will definitely be back!
They have a new chef and menu. A bit pricey but tasted OK. Will return.
Food was really good. Ordered the crab cakes and their house burger - I kid you not the closest thing the Midwest has to in n out Burger. 🌴🍔❤️
Great food, fun menu, wonderful service.
It was pretty empty, which is surprising for a weekday lunch in downtown. Service and food were great, though it seemed slightly over priced for what we got.
The menu is limited, food just so so. I was expecting a more upscale experience, but was disappointed
Average food for a very inflated price. Restroom needs a keycard and is a long hike outside through the hotel. One dish was cold on the inside (Au Gratin potatoes).
Everything about our dining experience at Citizen was outstanding. The staff was friendly, attentive, and efficient. The food was amazing - appetizer, drinks, entrees, and desserts were delicious! The location was close to everything. We will definitely make it there another time soon!
We came for Valentines dinner and the special menu was excellent. The lamb chops were huge and cooked perfect. Desert was excellent. Great menu selections.
This restaurant is not bad for lunch or a quick meal. Definitely not good for a nice dinner. The service is not great and the food is ok.
We ate at Citizen on a busy Saturday made even crazier by the St. Paul Winter Carnival. I felt sorry for the wait staff as they just couldn't keep up. The noise level was intense. The food was adequate but not exciting. I would return on a quieter night perhaps if I couldn't get in at one of the other local places.
Our experience at Citizens was outstanding! The service was friendly, and helpful! We highly recommend going there. We were there during happy hour and their were a lot of choices. We will have to come back and try the dinner menu some time. Thank you for a great experience!
You wouldn't expect it from a hotel restaurant, but this is a real foodie location. Special thanks to our server, Laura, who was friendly, knowledgeable and efficient
