Fish Tacos were amazing!
Service extremely slow and food was Luke warm.
Would not recommend.
Waited for a while to be noticed and seated. Took a long time to place food and drink order. Not sure I would eat there again.
It was fine but better on previous trips. Portions are small for the larger price. Dessert menu used to be amazing not so much now.
Special birthday. Lonely daily special lunch.

Service was great, but food was average at best. I expected more for the premium prices. I had the lamb shank dinner and it was heavily sauced, overcooked (tough and dry) when it should have been falling off the bone and lightly sauced. We went on a Sunday evening and there was nobody in the restaurant, so can't chalk it up to being busy. Probably the chef's day off, but no excuse. Apps and desserts were all good, and once again the service was excellent. I might try again on a weekday evening to give them another chance, but hesitant due to the expense.
Was great, we got a complementary cheese cake for our anniversary..

We arrived for our reservation at 6 only to be seated at the worst table in the restaurant - right by the entry, server station and kitchen. The restaurant was very busy due to the Queen concert. We had a not very friendly waitress Karen. Didn’t care for the electronic menus because they’re heavy but, did like that you could get a description of the menu item but, thought that was how the server created a rapport. Ordered drinks but, they were out of the French rose we ordered so then my friend had a gin and tonic, I ordered a vodka soda. The drinks came mixed up which normally isn’t a big deal other than I’m allergic to gin. The food came and was great thank goodness. Had the dry rub wings for an opener - great spice, chicken was juicy, very good. Then had the walleye tacos- also excellent. But the waitress never checked on us until we were entirely finished. Then she was friendly - the restaurant was now empty. Unfortunately, even though the kitchen did their job (great food) because the hostess and waitress didn’t we won’t need to go back.
Smallish menu but good food and drink. Good service. Close to Xcel Energy Center, so a good choice for a pre-show or pregame meal.

I love Citizen restaurant. The menu is creative and fresh. The staff friendly and helpful. It's a hidden gem!
Very slow service, and food delivery. The burger bun soggy and meat was over done. Steak was not medium rare as asked for more toward medium well. The walleye was fried so hard there was no tender meat. Very disappointing over all. I expended better from being in an Intercontinental Hotel.
Had a decent meal. It got lost in the process so we waited 45 minutes for it and had to dine and dash to our concert.
Terrible service, loud atmosphere. Food was ok but nothing special. Wouldn’t recommend.
There were a lot of events going on in Saint Paul the night I went, so I wanted to give our server the benefit of the doubt. Sadly, her service fell far below expectation. I joined my party late and was sitting there for about 10 minutes before I had to flag her down to get a drink. Once our food was delivered, she was non-existent. To top it all off, we asked to split our check 5 ways and one person in our party ended up with a tab $16 more than the rest of us. How could that happen?? The food was admittedly very good, but the service left a bad taste in my mouth.
The food and service was great and the price was reasonable. We did have a group of people that enjoyed their party and were very loud. I'm sure it is not normal. Over all we enjoyed the restaurant .
Excellent food and service-probably one of the best during our week long stay in MN.
Food was just OK. Definitely expensive for the quality, in our opinion. It was very dead on a Friday night. Much better options in the same area.
First, I didn’t like the electronic menus. It was difficult to navigate but I did like the photo of the plate. I think that my difficulty could of been minimized if the hostess took the time to give instructions
Our server was very busy and it appeared that the had too many tables to take care of. Our reservation was for 4 people and my daughter and I arrived first. Given only 2 menus and I was assuming when the other couple showed up they would be give menus when they were brought to our table. Our server did take mine and my daughters drink order but when the rest of the party showed up, the server did not come back to our table to take their order or bring additional menus. We could see the server running from one table to the other
When he did make it back to the table, we were ready to order. I ordered soup with my meal which I did not get. Other people brought our food out with delays between each one of our orders. Our server or anyone else for that matter never checked to see if everything was okay with our orders and the server never came back to see if we needed additional drinks. The next time the server came back to the table was to give us the bill. Again he did not asks up if we would like anything else.
The food was good and the atmosphere pleasant.
My suggestion to this restaurant is to increase your wait staff so the guest feels valued. I did feel sorry for our server because it did appear he was overwhelmed with the amount of tables he was serving. I would also like paper menus for those of us that like to go out and get away from electronics.
I would not recommend going here unless you are staying at the hotel and have lack of time to go elsewhere. The food was not cooked well (brussel sprouts were still hard). When they brought out our daughter's macaroni and cheese there was a black substance smeared over the outside of the bowl. The waitress was nice and brought us a new one that had hair in it (deep inside and not just laying on the top).
I had the scallops. They were delicious.. my guests had the salmon and the walleye. They were also very impressed.
We were not greeted at the door. When we stopped by the bar to find out where to sit, one of the bartenders blew us off. Finally a kind server sat us and waited on us. We were sitting in clear view of the bar so we asked the bartender if we could watch the Twins game. Uh,no. It was game 7 of the hockey finals so ALL the televisions had to be on that game. Really? There weren’t very many patrons in the whole place while we were there. Ate our meals and went somewhere else to watch the game. Likely will not return.
We have previously really like the food and atmosphere at Citizen. this time we went before a concert and were assured that we could get in an out in 1 hour, which is the time we had. it took 20 minutes to get our salad and bread, then after another 25 minutes we had to start getting ready to leave, so we asked for our remaining items to go. they agreed to take our entrees and side off our bill, but kept the other salad on our bill, even though we never received it. then when they brought us our food to go, they did not include our most expensive entree, which they said was not ready, even though minutes before they told us it was.
additionally, service is quite slow
Food was good but took longer than average to get food. If we wouldn’t have had tickets for a show it would not have matter as much but we were on a time crunch. They did apologize to us by giving us free dessert , which was nice of them.
This was a great place to eat. My husband got the chicken and it was juicy and full of flavor. I got the cheeseburger and it was good. They have shoestring fries which are rare to see and much appreciated. The restaurant is quiet and tastefully decorated. We will be back.
Don't go on a big event night. The bartenders only make certain drinks and you don't have access to the whole menu.
Didn’t realize that this was part of the Intercontinental Hotel. Usually I would expect more since the hotel has higher standards. This was subpar and was exceptionally basic. I got the steak frites which is usually a delicious comfort food but here it was just some steak and fries. They even forgot the bernaise sauce. I also ordered a side of Brussels and bacon. The Brussels were previously frozen and the bacon had a strange flavor. They also doused it in maple syrup. There was nothing fresh about the food. This was my first trip to St Paul and it was a quick one. I wish I had done more research and chose better since I didn’t feel like I got to know the city and the food. While online they denoted gluten free the in restaurant menu did not and our server was less than knowledgeable. Cross contamination is a thing for gf so don’t say it’s gf if you are cross contaminating.
Great food and service, I would definitely come back again, made for a great Mother’s Day.
Reservations for Mother's Day brunch with my wife and daughter. We were seated next to a large, long table of 20+ people. They were very loud, so we asked the host if we could move to one of the empty tables further away. We were told those tables we reserved. Funny, I don't recall choosing a specific table when I made a reservation. Maybe that feature is not available in OpenTable? We couldn't stand the noise, so we left. Will not return
It was so cold in the restaurant. ( the same problem last time we visited.)

Great service and fun atmosphere for a hotel bar restaurant. The eggs were a little overcooked for my spinach eggs benedict, but the jalepeno infused Tito’s Bloody was great!

Citizen-St Paul is the restaurant inside the Intercontinental Hotel, so you won't find it by looking. However, it is a real gem. Our server was great, and made our 3 kids feel welcome as well as pampered. The wine list is very nice, and the electronic tablet menu lets you sort the wine list by many different features. The menu items have photos and wine selections too. They will validate your parking if you self park in the parking ramp/garage at the hotel. Valet park from the front door of hotel is not free, but they will keep your car until midnight if you are not a hotel guest. We valet parked and had dinner before a 7:30 show at the Ordway Theater, just a 3 block walk away. We then came back for dessert, as they serve food until 11PM.
Didn't have a lot of vegetarian options, but what we had was good. Decent cocktails, but the beer selection was lacking. We may try back later.
