The room is furnished in netural colors, the noise level is moderate, and servers are dressed in ties and white jackets. Conversation among our table of six, including my hard-of-hearing father, was not difficult.
The food is very well prepaed, with pastas a particular strength. The early evening special -- whose choices have remained pretty constant over recent years -- is one of DC's better fine-dining values.
While Tosca's weekday lunches are famous for drawing prominent lobbyists and their contacts, the staff at dinners is not star-struck. A huge wine list, helpful staff, and a delicious menu. We started with a appetizer special, stuffed squash blossoms, which were fantastic. I had the gnocchi entree, absolutely amazing. My companion had the lamb and I was incredibly jealous. They brought us a tiramisu for dessert with a candle in it for my birthday.

We especially liked the loin of lamb, cooked rare (the waiter strongly recommended medium rare, but my French husband insisted, and the kitchen delivered). Everything was on salty side, but not excessively so. Wine list had reasonable good buys. The service was rather snooty, dampening the experience that could have been wonderful to the range between good and very good. But we always prefer good food + bad service comination to the other way round, so it was fine for us. I tried two of the specials: delicate squash blosoms stuffed with crab and gently fried, served on a bed of kale, fresh peas and drizzled with two sauces - a light and tasty way to get your veggies! The house-made ravioli filled with duck and foie gras with a deeply flavorful madeira sauce - so innovative and savory!
I also enjoyed trying the selections of my lunch companions: house-made fettucine with a lamb ragu and spaghetti with a seafood sauce. Dessert was the lemon semifreddo with pistachios, delicate cornmeal shortbread and a comet's tail of meringue along the raised side of the plate!

The appetizers were just amazing - the proscuitti with fresh mozzarella was the best I have ever had and a generous portion, and my son just melted into the agnolotti appetizer. The fish was fresh and beautifully prepared, and the lamb pork ravioli in a diving sauce/broth was out of this world. I wanted an upscale Italian meal with variety. This was to the extreme, and food selections were not your typical Italian fare. In other words, no basic pasta or Marsala sauces here. My wife ordered the Veal Ravioli, and I had the Lobster Ravioli. Both dishes were excellent and the ravioli's were very fresh and hand made. The wine we had was very good at twelve dollars per glass.
This should be classified as a $$$$ restaurant. Leave the children home too.
This restaurant was out of our league and a little pretentious.
